U.S. rental car companies that accept a Mexican driver's license?

I have friends from Mexico visiting soon (to Oregon, specifically) and they would like to be rent a car when they're here. I know some rental car companies in the U.S. will only rent to people with a US or Canadian license (e.g., a href="https://www.avis.com/car-rental/content/render-faq.ac)." rel="nofollow"https://www.avis.com/car-rental/content/…/a Does anyone know if there are any companies that will rent to someone with only a Mexican driver's license (and, of course, a credit card)? None of them have an "International Drivers License." Thanks!
